MONTENEGRO / TIVAT AIRPORT
Tivat Airport is 85 km from Ulcinj, about two hours down the coast. Collect and return here, or finish in Ulcinj, which counts as dropping the car somewhere else and takes the drive back out of the last day.
The airport and the town are separate places in the booking system, so a car collected here and returned in Ulcinj is a one-way and is priced as one. The ways to book it are below.

It goes back at the same level. Below it you pay the difference at the company’s rates, and above it you are not refunded.

If the car is coming back to the airport you flew into, the transfer is driven twice, and the shorter run from Podgorica saves time in both directions. If the car is left in Ulcinj at the end, there is no return leg.
Leaving it in Ulcinj is a one-way, because the airport and the town are separate cities in the booking system, and it is priced as one. It removes an 85 km drive from the day you fly. The search shows the difference as soon as both places are set.
The conditions require the phone number you gave at booking, with its country code, to be reachable throughout the rental and on the day before you collect, including on WhatsApp, Viber or Telegram. That is how the person meeting you makes contact, and service complaints about the collection cannot be taken up if nobody could reach you.

The minimum chargeable period is twenty-four hours and rentals run in whole days, not in hours: a car taken on Monday morning and returned on Tuesday afternoon is two days. A late-evening collection still counts as a full day.
If the trip stretches, tell the rental company before the rental ends rather than after. Extending is allowed and the conditions ask that you inform the agent in advance.
Fuel comes back at the level you were given. Lower and you pay the difference at the company’s rates; higher and you are not refunded. Fuel, parking, fines and tolls are all the renter’s during the rental, and both roads south from here collect something: the coast route runs the length of the riviera at Budva and its parking, the inland route takes the tolled Sozina tunnel.
If Albania is in the plan, add the cross-border option when you book, on a car that offers it. Ulcinj is about half an hour from the Sukobin crossing.
South from the airport the road runs down the coast through Budva, Sveti Stefan and Bar before it reaches Ulcinj. It is the slower of the two airport transfers, and in July and August the stretch through Sutomore has the heaviest traffic. Allow two hours.
The inland alternative crosses to the Sozina tunnel, which carries a toll.
If Tivat is the drop-off as well as the pick-up, the last morning starts with a two-hour drive. Allow for summer traffic through Sutomore and refuel before the airport.
A car returned so dirty that it hinders inspection is washed at the customer’s expense.
These cars are allowed on paved public roads only. Both routes to the airport are paved. The tracks south of town that turn to sand are outside the conditions.
If a dog is travelling with you, the conditions allow small pets only and ask that they stay in their carriers for the whole journey.
