Car rental pick up points in Montenegro are rarely offices, and in Ulcinj there are none: it is delivery to where you are staying, or a fixed address in town. An airport is a separate place, which makes it a one-way out of Ulcinj and a separate kind of booking.

At the handover,
check three things.
Photograph what the cover excludes
Wheels, windscreen, the underside and the interior sit outside standard insurance. Do it with the person handing the car over.
Have the licence and the card in your hand
The licence itself in Latin script, not a copy, and the deposit card physical and in the main driver’s name.
Keep the phone reachable
The number you booked with has to work throughout the rental and the day before pick-up. It is how a delivery finds you.
Where does the car
actually turn up?
Car rental pick up points in Montenegro are rarely offices, and in Ulcinj there are none at all. Instead there is delivery and a few fixed addresses.
Delivery
Most of the cars offered here are offered with delivery, which means the car comes to where you are rather than you going to an office.
Delivery is included on a small minority of the cars and charged on the rest, and the car in the search results says which before you reserve it.
The delivery point is set by the company you book with, not by this site, and it is shown on the car as well. If your address is hard to reach, tell the company when you book.
The same goes for the time. A delivery is an appointment at an agreed time. The conditions ask for a phone reachable throughout the rental and on the day before pick-up; give a number you will be carrying.
The fixed points with cars
Four places in Ulcinj have cars behind them in every booking window we have measured: delivery to your own address, the Post Office in the middle of town, Hotel Albatros, and Doni Stoj out towards the beach. Of the fixed addresses the Post Office is the one with the most choice behind it, so if you want to collect from a place rather than have a car brought to you, that is the one to look at first.
Three more addresses are offered by the booking system and have never returned a single car in any window we measured. They are not listed here.
None of the four is an airport, because Ulcinj does not have one.
The airports
Podgorica Airport and Tivat Airport are separate cities in the booking system, not options attached to Ulcinj. So the handover at Podgorica Airport followed by a drop-off in town is a one-way, and it is priced as one. That one is 75 km and an hour and a half from the town, against 85 km and about two hours for a Tivat Airport handover.

At every handover
A person hands the car over at a time and place agreed with you; for car rental in Ulcinj the phone number you booked with has to be reachable, with its country code, throughout the rental and on the day before pick-up. That is a condition of the booking.
Bring the licence itself, in Latin script and valid until at least the end of the rental, rather than a copy or a photograph of it, and bring the deposit card physical and in the main driver’s name. Minimum age and driving experience are set per car, and the search filters by both. Before the person leaves, photograph the wheels, the windscreen, the underside and the interior: standard insurance excludes those four, which are the parts most exposed on the road onto Velika Plaza and the drive out to Ada Bojana.
