MONTENEGRO

Car rental in Montenegro,
from the south coast up.

A small country with a lot of road in it, reached by two airports: Podgorica lands you about ninety minutes from Ulcinj, and a hire car from Tivat Airport has about two hours to drive. This page covers the handover, the documents, the rental conditions and the drive times.

One country,
a start and a finish.

Ulcinj is the base for this site, and the booking system treats every pick-up point as its own city, so where you start and where you finish are both choices rather than assumptions.

01

Start and finish in Ulcinj

The simplest booking. Set Ulcinj as both places and the car never has to be anywhere else.

02

Start at an airport

Podgorica Airport is the closer of the two: 75 km and about an hour and a half, against 85 km and two hours from Tivat.

Finish somewhere else

Different pick-up and drop-off cities make the booking a one-way, and it is priced as one.

04

What to have with you

A national licence in Latin script, not a copy, and the deposit card in the main driver’s name. Each car states its own minimum age and driving experience.

BEFORE YOU DRIVE OFF

At the handover,
check three things.

01

Photograph what the cover excludes

Wheels, windscreen, the underside and the interior sit outside standard insurance. Record them with the person handing the car over.

02

Note the fuel level

It comes back at the same level. Below it you pay the difference at the company’s rates, and above it you are not compensated.

03

Add the cross-border option if you are leaving the country

Any country outside Montenegro is an add-on chosen when you book. From the south coast the Albanian border is about half an hour away.

What is renting a car
here actually like?

This page covers renting a car in Montenegro from a base in Ulcinj. The documents, the deposit card and the handover are settled before you drive anywhere.

Who meets you, and where the car changes hands

The companies renting here are local. Instead of an office that is open whether you turn up or not, there is a person, a time and a place, agreed with you and shown on the car before you reserve it. That applies to deliveries in Ulcinj and to airport handovers, and it is how the Ulcinj rental itself works.

The conditions require the phone number you gave at booking, with its country code, to be reachable throughout the rental and on the day before pick-up, including on WhatsApp, Viber or Telegram. Service complaints cannot be taken up if it was not possible to reach you by phone or messenger.

The rental company is the contact for a puncture or a change of plan.

The documents and the deposit card

Bring the licence you hold, not a picture of it. The conditions ask for a valid national driving licence with the details duplicated in Latin script, valid until at least the end of the rental, and they are explicit that copies and electronic licences are not accepted. If your licence is only valid in the country that issued it, an International Driving Permit is strongly recommended and may be asked for.

A booking may require a physical embossed credit card in the main driver’s name. Some companies accept a debit card and say so during booking and on the voucher, but it still has to be physical, personalised, embossed and in the main driver’s name. A card in someone else’s name does not meet this condition.

Age and driving experience are set per car rather than across a fleet, and two similar models can ask for different things. Each car states its own minimums and the filters hide the ones you do not qualify for. The minimums differ between the cars people actually book here.

What the cover leaves out, and what to do if something happens

Standard insurance does not cover damage to the wheels, the undercarriage, the windscreen or the interior. For driving in Montenegro in a hire car, the conditions allow paved public roads only.

Notify the rental company immediately and get a police report, unless they have agreed otherwise with you. Failing to do both cancels the insurance issued for that car and leaves you fully responsible. Deliberate damage, vandalism and neglect are not covered at all.

The higher levels of cover are described on each car.

Fuel, charges and rental days

Fuel goes back at the level you were given. Lower and you pay the difference at the company’s rates; higher and you are not compensated for it. A car returned so dirty that it hinders inspection is washed at your expense.

Fuel, parking, fines and tolls are all yours for the rental. That includes the charge at the Sozina tunnel, between the coast and the interior, and town parking on the coast. The same applies to car rental in Budva.

Time is counted in whole days, not hours, with a twenty-four hour minimum: a car taken on Monday morning and returned on Tuesday afternoon is charged as two days. If the trip stretches, tell the rental company before the rental ends rather than after; extending is allowed and the conditions ask that you inform the agent in advance.

Leaving the country is an add-on chosen when you book, on a car that offers it. Albania is closer to Ulcinj than Budva is.

Where the car is allowed to go

Rental cars are allowed on paved public roads only. It applies where a track to a beach or a viewpoint turns to sand or gravel.

From Ulcinj, Bar is about 40 minutes up the coast, its ferry port the same, Sutomore about 50, and the Budva riviera about an hour and a half; renting a car in Bar puts the same coast the other way round. Northward, the coast road is slow in July and August.

The capital is about an hour and forty minutes from the south coast, and renting a car in the capital is the practical base for the motorway north and for the mountains beyond it. Nearer than either, driving to Lake Skadar takes just over an hour to Virpazar.

Podgorica Airport is 75 km and about an hour and a half from Ulcinj, and Tivat is about 85 km and two hours away. Tivat adds about half an hour each way.

What do people ask
before they book?

Answers about renting a car in Montenegro and driving it around the country.

Can I take the car across a border?

Yes, with the cross-border add-on chosen when you book, on a car that offers it. From Ulcinj the Albanian border is about half an hour away.

What is not covered if I damage it?

Standard insurance excludes the wheels, undercarriage, windscreen and interior, and it does not cover deliberate damage or neglect at all. Each car says what a higher level of cover adds.

What documents do I need at pick-up?

A valid national driving licence with the details in Latin script, valid until at least the end of the rental. Copies and electronic licences are not accepted, and an International Driving Permit is strongly recommended if your licence is only valid at home.

What card does the deposit need?

Often a physical embossed credit card in the main driver’s name. Where a company accepts a debit card it is stated during booking and on your voucher, and it still has to be physical, personalised and in the main driver’s name.
